No, you have to make one yourself to fit this smaller nut.
This was used on some early models and I have not been able to find a nut tool that fits. Sometimes the breather pipe is straight and then one can use a long socket or a steel tube with deformated end.
If the fuel tap is broken and should be replaced, you could then rotate the outer part to get it loose and then hold the nut (after it's loose) by a screwdriver or similar
